FOREWORD

As of share of their production, Nigeria loses more oil than any other country in the world---more than 7 percent of daily production. This report documents the roots, extent, processes, and consequences of Nigeria’s oil theft and sabotage of oil infrastructure. Although the government and oil companies suffer huge financial losses—an estimated 6 billion USD per year—oil theft especially victimizes the poor.

The authors offer recommendations for the Nigerian government and oil companies. Three immediate measures in particular are of note: First, the socio-economic origin of oil theft must be addressed through a decisive attack on poverty, particularly via job creation targeted at the youths involved in oil theft. Second, pipelines should be protected via community-based surveillance. And third, a special judicial mechanism should be established to expedite prosecution of oil theft cases.

The theft of Nigeria’s natural resources remains little known in the international community. This report is an essential step in addressing this critical issue.
